New United States's DARPA has looked into crafting a city capable of surviving nuclear bombardment from the Soviet Union. A prototype, only called "CITY 01" was crafted in the Mojave Desert; it was nothing more than a small town that had a thorough bunker system underneath it. The materials used did survive the initial explosion, but the structural integrity would be severely damaged to the point of collapse within a few months. CITY 02 was crafted a year later with better results. An attack, involving a VBIED, by Neo-USSR sympathizers destroyed an entire skyscraper in the east coast. This prompted the NUSA to greenlight to construct CITY 03, tilted OPERATION BABEL, on Hatteras Island.

CITY 03 has introduced a number of tax policies to ensure a great flow of citizens and corporations. This has made CITY 03 the fastest-growing city in all of the United States as it had seen a 35% increase to its population from the year 1989 to 2001. Although, in the year 2069, it is still growing despite Night City's popularity.

Although, it may be wonderful for the middle class and richfolk to live in CITY 03, along with being a federal zone, the security of the city is like nowhere else. Cameras inhabit most of the main streets, systems are in-place to rise barriers on the street and lock off sections of the city in the case of civil unrest or terrorist attack. Like the previous cities, there exists a deep, underground bunker that can hold a population of 5 million for a period of 8 years.
