Titan-9

Intended to be used with Cyberpunk Red simply because I find the combat mechanics quite interesting.

Titan-9 used to be a manmade desert plan intended to house dangerous criminals after massive overpopulation problems plagued Earth. Asteroids, ones filled with valuable metals, were dragged down from space and placed within the hard sand of the planet. Then, the asteroids are mined by the criminals and usually processed on-planet before being shipped back to Earth in large space freighters. Yet, none of this solved the biggest problem Earth had: space for citizens and clean water. Corporate bigcats then decided to experiment with "water refinery" plants on Titan-9 until they could smash atoms together to produce such a needed liquid.

While water was starting to be pumped out rapidly, next came the issue of space. In a rare instance of governments and corporations working together, they decided to cover the entire planet in water and make large city-structures that were like icebergs-- only a portion would be above the water while the majority of it went deeply beneath it. Like one would expect, the rich and favored live upon this surface world with beautiful buildings and specially designed beaches. The further down you go, the worse conditions were. While just below the surface and perhaps halfway to the bottom of the Iceberg-City may not be the best conditions, but some may find it an upgrade from the large, block apartments on Earth. It is after that halfway point and to the bottom where society is filled with dredges and criminals. Down here, the law is barely in control as organized crime is common, beggars are plenty, and riots come and go. Lawmen down here are cycled out every other month to ensure their loyalty and to keep their lifespans from dropping.

Bioengineering company Gemini has decided to populate these oceans with a multitude of freshwater-engineered algae, molds, fish, and everything else to make an underwater ecosystem. Yet, Gemini has not stopped there and added their own special "animals" to the waters. Some rumors exist that krakens and leviathans exist and are programmed to sink the subs and ships of rival corporations, but Gemini denies these allegations and refuses to let anyone go back to the bottom of the ocean.

That's basically the shitty write up of the setting's lore.

Layers of the Ocean City

As previously stated, these cities are much like an iceberg as in they have a small layer at top, above the water, and then most of its mass below the water. Officially, these layers do not exist. Many parts of the city are referred to by long and boring codes with the only defining factor being if the section is above the water or below it. To the average man and woman, even celebrities and government officials, each descending section has its own name and culture.

Travel between the layers is done through giant elevators or cargo-submarines. Yet, these methods are highly visible unless one owns their own cargo-sub. There are side passages that lead all the way up to the surface, but have their own issues with flash-flooding, sweeps by law enforcement, and the occasional other beings.

The population of these cities range from 40 million to 90 million.

Haven Layer

You almost forget you're living on giant hunk of metal instead of a tropical island.

Haven is above the water, filled with the richest and the favored of the same folk. Corporate CEOs, well-known celebrities, government officials, they all live up here where they can stare at a bright blue sky and hang out on sandy beaches. The only downside is that they have to stare at the people who serve them-- people who have worked their asses off or simply knew a person and got the position to work "topside". Naturally, these positions range anywhere from store clerk to private bodyguard. The only other time someone from below will come topside is to travel on a boat, to visit someone, or to go to some sort of event held by a musician or idol.

Most corporations that focus on fashion and beauty have their headquarters up here. Many small-time business owners even attempt to open up shops up here, but usually find themselves unable to compete with the giant corporations or quickly bought out if they can.

Naturally, blue-collar crimes are the most common here. Assassination follows quickly behind as corpos vie for power through any means necessary. Then, heists or terror attacks as criminal organizations attempt to strike at great targets for great profits.


Poseidon Layer
This layer sits just a few 100 meters below and acts as the heart of all military and civilian law enforcement operations. Naturally, it is the most fortified location in the entire city. Soldiers work around the clock to ensure no unauthorized personnel slip through the layer (without proper bribery anyhow). At the center of the layer are also massive pumps and the nuclear energy stations required to power the entire city. These areas feature the thickest armor plating for protection along with deployment of ACPAs to ensure no tampering or sabotage is done.

Naturally, soldiers aren't always deployed, training, or guarding a piece of the hunk of steel. That is why clothing, entertainment, and the like districts have been set up around this layer to give the soldiers some R&R. A number of these entertainment establishments are bars and pleasure halls which has lead to more than one brief about loose lips sinking ships. These places are also where a number of large corporations spread their influence to military officers if they aren't already on the "Committee of City Defense". This committee is composed of a number of corporate leaders that the city's government feel is large enough to warrant their opinion on city defense and security risks-- which is also where they try to spread the most influence over the military through bribes.

Anyone from below most first pass through their checkpoints and a quick background check (to check if the person is apart of any major gangs or terrorist groups). This consist of waiting in a large line of people or cars, with those who deserve to be up there being led to an express lane, that could take hours if not a day or two to get through on the busiest of days. Some motels and convivence stores have even sprout up before the checkpoint for those who are desperate for some rest or food-- or trying to pawn off their illicit cargo before going through the checkpoint.

Purg Layer

At its greatest distrcts, the Purg is better than anywhere else on Earth.

This layer looks very much like your standard city with even a simulated weather environment (that "simulates" rain most of the time). One of the biggest differences between this and your average city is how winding the roads could be as there is a hard limit for how far one can go, so going up and down roads and the occasional elevator was the easiest solution to this issue aside from constantly building new sections of a building further up or down. It is quite common to see a skyscraper that ends quite literally at the steel sky. It is also not unheard of that these tall buildings will have bridges formed between different floors and then even more buildings crafted on these bridges. One could easily get lost within this metal jungle and might find themselves taking the wrong bridge while going to work and stumble upon a Yakuza hideout.

Falling is a common cause of death.

Regardless, it is the most populated area of the city. This here is where the average man survives, so corporations and gangs are a-plenty. The police force is constantly overworked or bribed to ignore certain buildings, store owners always keep a piece under the counter and might hire a few guards if they don't want to be "protected" by a local gang or suddenly burned down by a corpo's stealth team, and merc crews are constantly paid by locals to secure the street. Despite all the issues, many people can't imagine a life away from their Purg. To go up is to sell your soul to a corpo or step on your fellow brothers and sisters, to go down is to secure your place among the dredges and lowlifes of society. Hence why most refer to this layer as "Purgatory" but frequently shortened to just "Purg".

That is not to say the entire Purg area is dangerous. It's just like any city where some areas have very subtle gangs, or perhaps none at all, while others see street firefights every other night. Some districts, like Japantown, have Yakuza which have punishment for killing an innocent. Sometimes purges of certain sectors are carried out by law enforcement and military personnel, but these areas don't safe for long as another group attempts to fill the vacuum of power.

Those in the poorest districts at least have some comforts in their lives that few can hope for on the overcrowded and over polluted Earth.


Under Layer

In the Under, survival is paramount. Those unaffiliated can quickly find themselves torn apart by gangs.


While the size of the Under is dependent on the city itself, it is always there. It may be night and day between the Purg and Under, where one turn from a pristine city suddenly turns into an alleyway of hopped up junkies and gangs looking to shake you down if not torture you. Others are more subtle, but there is always a sign for when you're going to the Under.

There is no law enforcement in these areas. They have given up on taking them back as the gangs are too plentiful and too well-armed. The only time anything ever happens is when some high-ranking military officer or police commissioner wants to ensure he keeps his position launches a large assault on the Under to attempt to take back as much as he can. While the gangsters may perish by the dozen in the streets and be driven back, it won't last long. The only time sections of the Under are taken back is when a Corporation has a great interest in the piece of land.

Otherwise, the gangs have their own idea of the law down here. "Honor among thieves" and all that. There is Underworld Leaders which compromise of the leaders, or their ambassador, from each of the largest gangs or organized crime groups. Their rules are very loose, but the one everyone is forced to follow is respecting "saferooms". While one must think of a single room in a building as a saferoom, most of the time it is the building itself. The Underworld Leaders own these areas jointly, so there is no grab of power by any of them. Anyone stealing or killing in these areas are punished through having a finger or hand chopped off to being executed on the spot.

Abyss Layer
No one knows what happens in the Abyss, yet everyone has their own idea. Some say it's where the cults of the Deep Ones gather to offer prayer and sacrifice and, in return, are bestowed with inhuman gifts. Others say it's where gross experiments are conducted by the government. Then a very few say it's where Gemini Corporation is always fiddling with new, deadlier creatures to ensure they have complete control over the entire city for no one would dare raise a finger against the man with a hellish kraken at his call.

What is true and what isn't is entirely up to debate, but everyone agrees that you never travel down to the very bottom of the city or you will never be heard of from again.

From 2040s to the Future


One of the issues I have with CP Red is how it has this very post-post apocalyptic feeling to it. Which, for most, might see it as fine as the Fourth Corpo war just happened and people are, more or less, trying to pick up their lives and put them back together. In my setting, I like that pure cyberpunk time where everyone's walking around with cybernetics while still living in your modern day LA. Yet, this takes place on a man-made ocean planet that have giant city islands and giant underwater monsters to go along with it. That's my excuse for changing a few of the tables anyway.

First off is Clothing Style. You shouldn't take this as a hard baseline or anything like that, but simply what your character naturally goes towards. If your character is tacticalwear-minded, they might go for the baggy, camo pants and a black t-shirt if they're just mindlessly grabbing clothing from a pile.

Living on the Streets
Every night, unless you make a successful DV15 Endurance Check, sleeping on the street will
leave you fatigued the next day (You have -2 to everything you attempt while fatigued). Sleeping on the street is also asking for trouble. You have no security, heating, or electricity to speak of, and you can't realistically have more things than you could carry at any given time. You wouldn't be doing this if you owned a car.

Living on the Streets in a Vehicle
Living on the street is asking for trouble. Your vehicle requires fully enclosed glass to do this. You will have limited security unless your vehicle has a Security upgrade and Bulletproof windows. You have enough room to store your stuff, and with a bed, inflatable or otherwise, you can sleep comfortably. Otherwise, unless you make a successful DV15 Endurance Check, sleeping in your car will leave you fatigued the next day (You have -2 to everything you attempt while fatigued). You've got Electricity, but no Water unless your Vehicle is designed to be lived in. You can't sleep in your car in Haven, naturally, or you'll be forced to leave at gunpoint. You also can't park your car in Corporate or Housing Zones in Purg or you'll be towed, fined, and/or imprisoned.

Under Apartment
It's usually a small apartment with nothing more than a bed, desk, and bathroom. The guy who owns it might barely realize he does and might change depending on which gang is in control. Regardless, you pay this money as rent, but mostly as "protection". There's a common area with a few overs and washer-dryers, but you will have to deal with your neighbors just to use 'em.

Motel Room
Most people don't consider dingy motel rooms to be much of a permanent stay. These are mostly found within the poorer-to-middle class areas of Purg, but can also be found in Under if one dares to venture down there. It comes with a single bed, bathroom, fridge, and microwave, but no oven! There's a washer and dryer room just down the hall. Due to their small size, an additional person will always be uncomfortable while sleeping here and be left fatigued.

In the Under, these rooms are actually decently sized enough for 2 people and have a washer-dryer. They're mostly intended for gang members that have proved themselves.

Small Apartment
This is finally getting space for yourself in the Purg. It isn't much space, a small kitchen, desk, bathroom, bed, and closet, but it's better than a motel room. You still have to get out of your apartment to go do laundry.

Studio Apartment
You have enough room to stretch your legs in this type of apartment. This is the smallest option found in Haven as it's mostly intended for workers instead of those actually living there. You also have a space for a washer and dryer, so you don't even have to go out to do your laundry anymore! You also have a single space of protected parking.

Two-Bedroom Apartment
This is a larger apartment, giving you access to a second story that's mostly just two bedrooms, a bathroom, and closet. On the first floor, you have a living room, kitchen, and a laundry unit. This comes with two spaces of protected parking.

Corporate Conapt
Conapts given to thriving Execs in either Purge or Haven. It's like the two-bedroom apartment, but with the added luxury of the second floor containing two bedrooms, one bathroom, a large closet, and a balcony. On the first floor is a large living room, full-sized kitchen, second bathroom, and a laundry unit. These apartments are notorious for their surveillance by the Corporation and messing with them incurs a 50eb (Costly) fine if discovered, but the sound of the laundry machine is well known to interfere with their ability to record audio. Plenty of execs treat this 50eb fine as a cheap price to pay for some privacy and no one has ever gotten fired over it. Comes with two spaces of protected parking.

Upscale Conapt
These are spacious two floor houses with two bedrooms and bathrooms, in addition to a luxurious master bedroom and master bathroom on the second floor. Other amenities include a full kitchen, dining room, two living rooms, and a balcony with a nice view of the city. A Small House comes with three spaces of protected parking, one of which can be located on the roof, perfect for an Air Vehicle. Your vehicles will be safe.

Luxury Penthouse
Two floor layout includes three bedrooms and two bathrooms on the first floor with a master
bedroom and bathroom on the second floor. Other amenities include two living rooms, an entertainment room, facilities room, full kitchen, and palatial dining room. The Luxury Penthouse also spills out onto a private roof, on which is located an infinity pool, sitting area, and barbecue for entertaining, in addition to a private helipad. In addition to the helipad, the penthouse comes with four spaces of protected parking, accessible via private elevator. Your vehicles will be safe. Complementary maid service is also included, courtesy of the building
management.

Haven House
You can't rent one, because renters drive down property values and introduce strangers into the community. These types of houses are only open to people who have proven themselves in the city or know which elbows to grease, meaning a block of houses can exist within one small clique.

Like the house, you can't rent one. Only the richest are able to afford this elaborate mansions that are tailored to their needs.

Simple fixes to a person's looks such as making scars disappear or gaining a hair transplant.

Standard
Customize yourself to a great extent, but never pushing yourself beyond human-like. It's impossible to determine if someone is truly handsome or if they have beenbodysculpted.

Kemomimi
Add additional animal parts to yourself! Be it cat ears, eyes, and a tail, or sharp teeth, lizard eyes, and a scaley tail. One famous example of this sculpting is the Neko-Ni Fishing Co. who believe the added cat parts will assist with catching fish.

Exotic Body
Add more than simple additions, go the whole ten miles! Give yourself a coat of fur, a muzzle, digitigrade legs, claws, hooves, paws, what-have-you.

Anti-Aging
A rather controversial bodysculpting surgery. By using freshly grown vat-flesh and stem cells, this surgery can practically turn any fully grown man into a young boy. This does not step a person from aging, but simply gives them the appearance that they have.

Game Consoles
Some may believe there are few reasons to buy video game consoles in these times, but they have quickly become "all-in-one" packages for video, music, and even braindances! Aside from that, it's all about how each of them has slightly different software and exclusives.

Xcube (280eb) - known for having computer games transferred to it along with a focus on strong hardware.

Nintendo Virtue (240eb) - Most think NIntendo offer the best braindance-like experience and has plenty of great exclusives.

PS8 (300eb) - Sony's games tend to be the most movie-like and their software is much bettter than the Xcube's.

Sega Dreamlife (210eb) - Sega has a re-emergence in the last 40 years, even releasing their own game console. Although it is seen as the poor man's Nintendo, but it has just the right amount of mind-blasting exclusives to keep up with the other three.

Animals & Creatures
While there are certain laws prohibiting the crafting of attack animals of a certain size along with restrictions on the types of animal and the ability to reproduce, Titan-9 has no laws or restrictions. This has instilled the sense of overwhelming freedom in bioengineering companies such as Gemini. They have realized that the only restrictions they have is public opinion, so putting the blame for the sixth murderous abomination this week on another company is usually the go to if they can't quickly snuff it out of existence.

All animals and creatures have Creature Traits. You can think of these Creature Traits as, mechanically speaking, cybernetics that allow the creature to perform certain actions or survive in certain environments.

Creature Traits

Amphibious: This creature is able to survive in water and land.

Animal Sense X: This creature has a bonus to their Perception skill by "X" when dealing with certain scenarios such as smelling blood or sensing light.

Natural Armor: A thick hide or hardened shell protects this creature from all sorts of attacks. Unless otherwise stated, the armor is covering their head and body. Once ablated, the creature recovers half their BODY in SP if not resting and their BODY stat in SP if they are.

Natural Weapons: This creature has claws, teeth, or what-have-you to cause damage. For the purpose of calculating damage, the creature's attacks count as Melee Weapons, but are used by the Brawling skill.

Hammerhead
A shark-like creature with four eyes, four claws, four fins, and a long tail. Its size is that of a small submarine. It also has a flat, hammer-like head that it uses to pound ships and submarines.

Mudraptor
A creature that resembles a a raptor, except with a hardened shell, sharp beak, and a lack of facial features. They are about human-like in terms of height. While they are one of the weakest aquatic monsters, their beaks allow them to puncture hulls and doors.
