UIG CLASS 2 TERRORSITIC ORGANIZATION DOCUMENT S-E-411282
Purpose of Organization: Anti-UIG & Corporation
Strength of Organization: Estimated 25,000 members, at least 16,000 being soldiers, at least 700 "Agents"; 1900 civilian vehicles, 800 military vehicles
The organization called "Black Omphalos" has fallen under UIG scrutiny after a raid on an underground bunker located within the Logar Province in Afghanistan (see RIR#a344874c, restricted to rank 3 UIG personnel). Two computers survived the firefight that took place, allowing the UIG to extract intel about the organization, to include its name and numbers. From unencrypted e-mails sent from one computer to another, it is believed the organization wishes to entice war between rival corporations, commit terroristic attacks against the UIG, and then slowly absorb whatever remains afterwards. At their current level, it is believed they could not wage all-out war against the UIG or any of the major corporations (Ai-Jinn, Comoros, Eurasian Incorporated, Shi Yukiro, and Western Federation).
Intel collected has been sparse. It is believed they operate bases on manmade islands scattered across the oceans along with facilities scattered in west coast USA, the Middle East, Krasnoyarsk Krai, and North Africa. Various safehouses are also believed to be located in every major Spire City, although the validity of this information is questionable. Drones and recovered data from unharmed computers have been our primary source of intel on them.

The Adjudicator is currently unknown. It is believed they are the head of Black Omphalos and have final say over everything the organization does, much like a CEO of a Corporation.
The Council of 5 is believed to be the second-in-command of the entire organization, yet they each specialize in one field within it. Intel is also scarce on them, but they are never all at the same place at the same time unless it is an emergency. The following roles are: Head of Science, Head of Security, Head of Personnel, Head of Technology, and Chimaera. While they may have unassuming titles, they are all believed to be able to hold their own against a junior team of Agents. "Chimaera" seems to be the the commander of the Praetorian and acts as the head of the Council when the Adjudicator is not present.
Praetorians are Agent-equivalent soldiers within the organization. Like in a Corporation, they outrank all below them except in very special cases. It is believed that they act as a response force to threats that overwhelm their normal security force as well as protecting the council members and Adjudicator when needed.
There is no standard uniform for Praetorians. They do wear a golden armband, however.
Captains are officers in charge of a facility if no Praetorians are present. After that, they are in charge of handling all the personnel within the facility. It is most common to see 3 Captains in a facility, one to be in charge of the entire facility (Referred to as Alpha-1), and then two others, one for employee personnel and the other for security. They are referred to as Alpha-2 and Alpha-3, respectively.
Captains wear a skull-like mask and respirator. Their glowing eyes are also a blue and armbands a bone white. Their armor is similar to a Sergeant's.
Sergeants are leaders of a squad (12 troopers). Bravo-1 is the leader of all the sergeants. Sergeants also seem to be in-charge of outposts, usually with 2-3 troopers. Managers of the employees seem to fall within this category, although they are referred to as "Charlie" instead of "Bravo" over radio communication.
Sergeants wear white helmets, armbands, and rebreathers. They possess a single-eye goggle that gives off a blue glow. Their armor is a bit heavier than a trooper's.
Troopers are the most commonly encountered force. They are the first line of defense against any attacks or security concerns. There are some specializations of them such as "Engineers", who build and repair fortifications along with set explosions when needed, "Assault", who display greater skill with melee weapons, "Snipers", which is self-explanatory, "Heavies", who carry the largest weapons and wear sturdier armor, and "Purgers", which seem to be Heavy units except armed with flamethrowers.
The standard outfit for Troopers as as follows: A black, form-fitting, military-style jacket, with light reinforcing on the elbows and forearms, along with matching cargo pants, boots, and combat gloves. A dark-red armband is installed into the left side of the jacket, displaying the Black Omphalos insignia along with a barcode underneath it. Their armor consists of a dark-grey, light plate on the chest, a similar material on their shoulders and knees down to the ankles. A tactical vest is over their chest piece along with a utility belt and pistol holster. Then they wear a dark-grey helmets with black-and-silver rebreathers and a visor that gives a red tint to their eyes. (Females may opt for thigh-highs, short-shorts, and a slightly longer jacket at the bottom.)
Engineers will wear long-eye goggles that give off an orange glow, wolf mouth-like gas mask, and a balaclava. Assaults will wear a more form-fitting outfit along with replacing the helmet with a balaclava. Snipers replace the goggles with a single-eye goggle and wear grey hooded cloaks instead of a helmet. Heavies wear heavy combat armor and replace their helmet and mask with a metal-plate armored face mask that has red eyes. Purgers also wear heavy armor, except they replace their uniform with an orange, flame-retardant hazardous suit along with oxygen and fuel canisters on the back.
Employees are the civilian work force of Black Omphalos. This is janitors, engineers, cooks, and scientists. Some quartermasters are also civilians. When engaging in raids, it is important to note that they don't engage in hostile actions against the raiders, so RoE forbids firing on them unless they attack first. Scientists are known for wearing white hazardous suits with black gas masks.

Appendix B
Some intel reports Black Omphalos are engaging in strictly illegal acts such as: on-world cloning, genemodification, BIO creation, d-shift device usage, and engaging in the study and use of alien technology. A rogue Archon may also be assisting the organization or is the Adjudicator, but so far there has been no proof of it. Out of everything, the xenology is perhaps the frightening of them all. They may be able to use armor that is twice as sturdy as ours while being the same weight, weapons that could obliterate our heaviest tank with a single shot, perhaps even cybernetics that would render their own stronger than even the Malenbrach. For those reasons above, we must act with caution while engaging with Black Omphalos. If we are to use corporate teams, it must either be made up of trusted individuals, closely watched, or be cross-corporation to ensure no rogue elements engage in activities that could tip the balance of power into their favor. Especially if it would be against us.
