Tsukinouta

A remote series of islands far into the pacific, known for its warm summers and short, but sometimes harsh, winters. It would be a popular place for tourists, but it seems that most of the outside world doesn't know about it. Those who do visit are usually washed up on shore or, when asked, claimed they saw it on some broacher or internet ad, but when asked to bring it up they can't find it or remember where it was at.

While it looks like a nice area with its Japanese-based architecture, to include a few cities and scatterings of towns, it's something more mischievous. There's ancient ruins with deadly traps and monsters, trash dumps filled with slimes, and you can't forget the large monsters (and monster girls) that roam around the wilds. The minute you step outside of the city, security is your own problem, so there's been band of mercenaries that take up sword and shield to fight back these threats. Some are even hired to take on particularly dangerous monsters or dens of them.

Yet, inside of the city, things are kept more on the hush-hush. Despite the TDF (Tsukinouta Defense Force) protecting the inside of the city, they receive generous donations and assistance from the major corporations on the archipelago. This has caused some citizens to question if the TDF can be trusted. Yakuza and Mafia battle for the criminal underworld-- with many saying that the corporations control them from behind the scene, targeting businesses and people as they please, letting one side wide one day then the other the next.

The corporations are:

Phoenix Down - A defense contractor and crafter of military technologies. There's been many rumors of them pursuing an "Ironman" exoskeleton system along with making a supersoldier serum. Both of these projects have had mixed results, neither having been perfected.

W.I.Z. Inc. - A research company focused on magic and everything related to it-- rituals, alchemy, etc. If you've stayed on the islands for a little while, you'll notice that magic is frequently tossed around. It's said that magic exists in the whole world, but there's something on the island that gives the inhabitants a greater use of it. Freakish rituals to combine monster and animal together, summoning destructive creatures, all in the pursuit of knowledge for them no matter the casualties.

Black Survival - Another research company, but also manufacturing, but one focused on utilizing the islands' natural resources, which tend to be unusual in nature, to craft various of things. Some rumors state that they're trying to make chimeras with sometimes awful results, letting their failures roam the lands.

What's the upside to those companies anyway? Well, they generate a great amount of revenue for the nation along with plenty of jobs-- all that pay decently well with some good benefits when one thinks about it. That's why people still work for them despite the risks and how they're able to cover up any failures that come public-- with the help of the loosely-organized government.

Now, on the term of races. Most people are human, but there's a decent amount of "beastkin" and monsterfolk that have integrated with the general population. Use any of my race homebrews or any that you can find.

What's the standard issue equipment of the TDF?
Non-lethal measures such as tasers, mancatchers, bolas, paralyzing agents?
"Non-lethal" measures like less-lethal rounds, batons, PHYSICAL POWER?
Situational measures of don't fuck around or what will happen will happen?

The TDF-P (the P stands for police) are armed like your normal police officers. Yet, guns are quite uncommon, so they usually just carry around batons and mancatchers (in the case of a monster/girl). Naturally, they're there to ensure civil problems are solved-- robberies, thefts, assault, drunk brawls, what-have-you. Some monsters (and monster girls) are accepted as civilians in the cities, so non-lethal forces are their primary go-to. Although against these non-human threats, they may utilize tear gas.

With 1 patrol car for every 2 officers, they usually keep a shotgun with beanbag and lethal rounds in the shotgun. Also, plenty of handcuffs and manacles for those bigger folk. Uniform is an off-white dress shirt with black tie, and dark-blue pants. Don't forget a matching cap, too. In the winter, a dark-blue coat is added. In a state of emergency, they may carry a pistol around. This is usually when there's been high gang activity or a monster assault is likely.

Detectives, who are usually of the LT. rank, carry around high-powered magnums.

The TDF have their "shocktroopers", soldiers designed to rapidly deploy to larger scale incidents. They wear heavy body armor, a helmet with a visor that covers their entire face, and utilize a machete and riot shield. They're basically the frontline soldiers. Then there's the "marksmen", who utilize much of the same gear, but carry some sort of assault rifle instead. Then there's some that carry sniper rifles or machine guns. Less-than-lethal rounds, tear gas, and gas masks may also be apart of their equipment. They don't really have military vehicles, but instead pile up in armored vans.

So, in the case of a group of monsters attempting to attack a certain part of town, the TDF-P will focus on evacuating citizens and doing what they can to slow the monsters down before the shocktroopers arrive. The shocktroopers will fall into shieldwall formations to block off and corral the monsters. The marskmen will take higher up positions and try their best to take shots at the enemy. Or the monsters may be pushed into a certain zone so they can be mowed down by machine gun fire. If things get really bad (like the Gravelord Incident of '08!), then Phoenix Down will send their high-powered boys in.

Naturally, the TDF has high physical standards, but the TDF-P is a little bit more laxed since they need more numbers.
